LifeWorks is looking for an easy going yet highly organized Grants and Financial Compliance Manager who likes to work with people, improve processes, and enjoys a challenge!

The Grants and Financial Compliance Manager at LifeWorks plays a critical role, ensuring that LifeWorks managers, program staff, and finance team understand and adhere to contractual requirements of the various state and federal entities who fund our services.  The Grants and Financial Compliance Manager will work collaboratively with multiple stakeholders, including funders, sub-recipients, community partners, and staff from multiple departments across LifeWorks to further our mission of ending youth homelessness.  Key to effective performance in this role is the ability to be highly organized, to communicate effectively with a wide range of people, to manage multiple deadlines, and to have a solid understanding of effective management of multiple, complex budgets.

Experience researching data on compliance topic areas, supporting programs that providing housing and other services to youth, navigating compliance with state and federal funder requirements, and providing oversight in the development and management of complex budgets would help ensure success in this role.  Strong administrative skills in office software, document formatting, and working with PDFs would be beneficial. Comfort working in an environment that changes frequently in response to new initiatives is essential.

DUTIES

Contract Compliance:

  • Reviews relevant contract compliance guides, policy manuals, and other requirements for applicable funding sources; communicates with Program Directors to ensure requirements are adhered to.
  • Ensures communication from funders or governing bodies regarding changes to rules, regulations or contract requirements is properly interpreted, synthesized, disseminated, and communicated to staff and documentation of communication is maintained.
  • Reviews program policy and procedure manuals to ensure compliance with governing regulations and funder requirements, communicates to program staff any recommended updates or revisions, and confirms that changes are made within a timely manner. Assists with incorporating changes into program manuals as needed.
  • Performs internal reviews of activities and documents associated with assigned programs to ensure compliance with the various contracts that provide funding or otherwise govern the program. Identifies areas of strength, as well as those needing improvement or correction.  Assists program staff in development of plan for correcting deficits, monitors implementation of plan, and maintains documentation of these activities.
  • Participates in continual improvement of contract management and compliance processes.
  • Prepares and submits renewal documents and/or continuation applications to LifeWorks' public funding sources for continuation of awarded contracts.
  • Serves as liaison and primary point of contact with funding agencies as it relates to contract and program performance.
  • Assists Director of Grants and Contracts Compliance and Division Directors to develop and monitor sub-contract agreements. Conducts thorough review of client files to ensure thoroughness and accuracy in compliance with funder requirements. Provides written and verbal feedback to sub-contractors, institutes and monitors corrective action plans as needed, maintains thorough documentation of related activities.
  • Identifies problem areas that impact ability to meet compliance standards and helps develop action plans that will improve program or organizational procedures. Works proactively with various departments to implement new procedures and develop staff training plans as needed to communicate new compliance requirements.
  • Manages and coordinates reporting of performance data to funding sources and external partners; works with program managers and Finance department to ensure the timely and accurate submission of required reports.
  • Coordinates with appropriate staff to ensure that information and documentation is provided as requested during contract audits and appropriate action is taken in response to audit findings.
  • Participates in long and short-term planning of grants and contracts compliance and finance department goals and objectives.

Financial Compliance

  • In coordination with the Division and Program Directors, assists with the development and management of the annual grant and program budgets. Tracks all budget accounts related to all contracts and performs monthly comparison of actual program expenditures to budgeted program expenditures.
  • Assists Director of Grant and Contract Compliance with the development and implementation of systems for tracking direct assistance expenses across all programs.
  • Responsible for accurate and timely submission of financial reports per federal, state, and local grant requirements.
  • Works closely with the LifeWorks Finance Department on all contract finances and related compliance to provide timely and professional guidance to management and staff in response to inquiries regarding allowable expenditures, match requirements, and monthly reconciliation of direct client assistance.
  • Assists Director of Grants & Contracts Compliance and Division Directors with preparing budget and year end projections, maintaining contract files, assisting with any finance related questions and ensuring that federal, state, and local financial and administrative requirements are followed.
  • Provides oversight and coordination of all sub-grantee financial activity and federal compliance such as review of budgets during submission and throughout the year, ensuring actual program expenditures do not exceed budgeted amounts, review of monthly expenditures and reports ensuring compliance with contract requirements.
  • Develops budget tools and templates for both Program staff and Finance teams.
  • Negotiates awards, no-cost extensions, carry-over of funds, changes in key personnel, budget adjustments or amendments, and other project modifications.
  • Assists with the development of trainings for program staff on budgetary policies and procedures as they relate to contract compliance.

QUALIFICATIONS

Required

  • Requires a Bachelor's degree behavior or social sciences, finance, business, or related administrative field; and
  • Requires 5+ years of experience in grant compliance and financial management, public contracting or contract administration or related experience; or
  • Equivalent combination of education and experience.
  • Intermediate-level proficiency with Microsoft Excel and other MS Suite products required.
  • Knowledge of federal, state and local laws, regulations and requirements that govern grants administration and finances in social and health services industries.
  • Strong interpersonal skills and the ability to build highly productive working relationships across the organization required.

Preferred

  • Strongly preferred experience with the management of federal contract requirements for services funded through HUD (e.g. rapid re-housing, transitional housing).
  • Preferred experience with federal (HHS/RHY) and state (DFPS, TDHCA) agencies that provide funding to support youth experiencing homelessness.
  • Preferred experience with key LifeWorks issue areas, such as poverty, homelessness, mental health, education, prevention, and workforce development.
  • Preferred experience working a human services non-profit, either in direct service or administration.
